However, the judge said in March “additional safeguards” may need to be built into the decision-making. NHS England said its “review group” would look at these potential safeguards to ensure decision-making follows a “robust process”. Puberty blockers, also called hormone blockers, help delay unwanted physical changes that don’t match someone’s gender identity.
The case was brought after three High Court judges ruled last December that children under 16 were unlikely to be able to give informed consent for the treatment.
New referrals were paused.
An independent review into gender identity services for children is due to report this year.
NHS England said its new watchdog would be temporary while it awaits the outcome of the review. It is not clear when this group will launch.
